* Requirements: Bachelor’s Degree (S1) in Civil Engineering; minimum 5 years of professional experience; possesses an Intermediate Expert Certificate in Construction Management (Ahli Madya Manajemen Konstruksi).
* Capacity: 1 person.
* Water Supply and Sanitation Expert (Code: 02)
* Requirements: Bachelor’s or Applied Bachelor’s Degree (S1/D4) in Civil Engineering, Sanitary Engineering, or Environmental Engineering; minimum 3 years of experience; holds a Young Expert Certificate in Water Supply Engineering or Environmental Engineering within Construction Services.

* Road and Building Structure Expert (Code: 03)

## General Requirements for Applicants

* Capable of performing exceptionally well under pressure and meeting tight deadlines in accordance with the Follow-up Work Plan (RKTL).
* Possesses strong facilitation skills to engage government officials and local communities at the village, sub-district, and regency levels, covering preparation, planning, execution, and post-execution stages.
* Maintains excellent physical and mental health.
* Demonstrates strong teamwork capabilities and interpersonal skills.
* Willing to be stationed directly across the entire operational area of the 2026 Integrated Extreme Poverty Alleviation Program in Lumut Nauli Village, Lumut District, Central Tapanuli Regency, and reside at the project site.
## Roles and Responsibilities by Position
Team Leader
* Directly report to the Commitment Making Officer (PPK) to facilitate swift decision-making regarding site restoration, preliminary minor works, and detailed engineering adjustments.
* Coordinate all experts and support staff regularly, inspect field operations, and issue written clarifications to construction service providers regarding contract expectations.
* Guide and socialize program initiatives with local communities participating in the poverty alleviation framework.
* Ensure construction providers fully understand contract documents, adhere strictly to technical specifications and blueprints, and apply appropriate construction methodologies.
* Review all working drawings, structural analyses, quantity calculations, and regular progress reports prior to project implementation.
* Issue recommendations to accept or reject substandard construction results, materials, or equipment that fail to meet contractual standards.
Water Supply and Sanitation Expert
* Apply regulatory standards for construction services, occupational safety, environmental control, and quality management.
* Manage the preparation and execution of commissioning activities for pipeline networks and sanitation facilities.
* Supervise sanitary and water supply implementation, ensuring contractors comply with design documents and proper engineering methods.
* Monitor progress daily, review completed quantities, and provide objective recommendations to the Team Leader regarding contractor payment approvals.
* Compile comprehensive daily, weekly, and final reports alongside as-built drawings before provisional handover.
Road and Building Structure Expert
* Supervise structural construction activities, ensuring full adherence to design blueprints and structural engineering standards.
* Execute commissioning procedures for structural items and evaluate material samples submitted by contractors.
* Identify discrepancies between field execution and contract specifications, immediately reporting issues to the Team Leader.
* Ensure that all preceding structural layers are fully tested and approved before allowing contractors to proceed with subsequent construction phases.
HSE / Construction Safety Expert
* Oversee compliance with construction safety standards to promote orderly execution across all project zones.
* Supervise the implementation of the Construction Safety Management System (SMKK) and update relevant documentation.
* Collaborate with contractor HSE engineers to map potential workplace hazards, evaluate impact probabilities, and formulate preventative programs.
* Monitor environmental management practices to minimize construction footprints and manage workplace incidents through systematic root-cause analyses.
Support Inspectors (Building Structures & Pipelines)
* Inspect operational readiness, inventory tools, and conduct periodic field reviews.
* Examine material mock-ups submitted by execution teams and analyze daily work progress (opname).
* Identify workplace hazards, document daily findings, and promptly report deviations to the Team Leader or Lead Experts.
Administrative Support (Secretary, Administrator, and Drafter)
* Manage project correspondence, archive physical and digital documents, and maintain organized databases for contracts and meeting minutes.
* Coordinate schedules, manage meeting logistics, and distribute important memorandums across the project team.
* Examine shop drawings, update blueprints based on actual field modifications, and ensure all designs comply with regulatory standards and safety codes.
